Shah Rukh Khan was asked to join the cast but turned it down. [9] It was announced in August 2019 that Saif Ali Khan and Aamir Khan would portray the roles of gangster Vedha and police inspector Vikram, respectively. [10] Saif said Vikram is "far more vibrant, confident and strong" than Singh, another police officer he portrayed in the streaming television series Sacred Games, who was suicidal and frequently picked on by others. [11] Due to his obligations to Rocketry: The Nambi Effect, Pushkar-Gayathri stated that they were unable to have R. Madhavan return to the part of Vikram from the original (2022). [12]

After production delays due to the COVID-19 pandemic during which the writers also re-worked the script, Aamir left the project in December 2020 and was shortly thereafter replaced by Hrithik Roshan.[13][14] This would mark the second time Saif and Roshan share screen space after Na Tum Jaano Na Hum (2002). [15] As Vedha is from Kanpur, Roshan decided to speak with an Awadhi accent. [16] In July, Radhika Apte was cast as Vikram's lawyer wife and Rohit Saraf signed on to play Vedha's brother the following month. [17] [18] By November 2021, Sharib Hashmi was confirmed to be in the film as Babloo. [19] In March 2022, Yogita Bihani was chosen to play Chanda. [20] [21]

When Aamir Khan joined the cast in February 2021, principal photography was slated to start that month. [22] It was originally scheduled to begin once Roshan took his place in June 2021[23], but it actually did so on October 15 of that same year, with the inaugural schedule taking place in Abu Dhabi, United Arab Emirates (UAE). [24] [25] Before filming began, Vikram Vedha's crew modified a portion of the Tiger Zinda Hai (2017) sets to mimic Lucknow and Kanpur. [26] According to Reliance, the UAE was "the only place providing the infrastructure for a bio-bubble that housed staff of such magnitude, in response to claims that Roshan refused to shoot in Lucknow and asked the crew to replicate the Lucknow sets in Abu Dhabi, driving up the cost. 

The movie was filmed in a studio due to "health and procedure issues," as well as permitting set construction there during the months before the production. They stated that performers do not decide the shooting sites or the budget for their movies. [27] The second schedule began in Lucknow in early December after the Abu Dhabi schedule concluded in just 27 working days. [28] By the end of the month, Saif Ali Khan completed his parts of the schedule. [30] Apte, whose shooting schedule was only 10 days long, completed most of her scenes by April 26, 2022. [31] By June 10, 2022, production was finished. [32]

The music for the songs heard in the movie was created by Vishal-Shekhar, and Manoj Muntashir wrote the lyrics. [33] Sam C. S., who created the music for the original, wrote the score. [34] On September 13, 2022, "Alcoholia," the album's lead single, is expected to be released. [35]

The teaser for the movie was unveiled on August 24, 2022. [1] It outperformed War (2019) as the most liked Hindi movie teaser on YouTube with more than a million likes in less than 48 hours. [36]

On September 30, 2022, Vikram Vedha is slated for cinematic release.[37][38]
